Was wondering, whats the best configuration: heat exchanger first then a pump or vice versa? I ask because pumping would increase temperature and also a heat exchanger would cause a pressure drop.

If you are anywhere near the boiling point:
f the heat exchanger is heating, pump first (less chance on cavitation).
If the heat exchanger is cooling, cool first then pump. Note that pumping will increase temperature a bit.
